Biography:

    Head of Sverdlovskiy region Administration (Governor). Rossel E.E.  was born on the 8th of October 1937 in the town of Bor,  Gorkovskiy region, his nationality is German (his parents were subject to repression); He graduated from Sverdlovskiy Mining Institute in 1962, finished a postgraduate course at Ural Polytechnical Institute in 1971, is a Candidate of Technical Sciences, Doctor of Economics  (2001, Thesis subject - "Regulation of economic development of an industrially developed subject of Russian Federation"); Beginning with 1963 Rossel E.E. worked for the industrial group "Tagilstroy" (the city of Nizhniy Tagil, Sverdlovskiy region) as: works foreman, site engineer, chief engineer, head of Construction Department, Head of Production Department, chief engineer of the industrial group; In the period of 1975-1983 he was first – deputy chief and then chief of the enterprise "Tagiltyazhstroy"; Since 1983 his position was deputy head of Territorial Construction Complex  “Glavsreduralstroy” and since 1990 he was head of the above mentioned Complex; In March 1990 Rossel E.E. was elected a deputy of Sverdlovskiy regional Soviet of People’s Deputies, in April of the same year – the Chairman of the Executive Committee of the Regional Soviet; in accordance with the letter of the Chairman of the Supreme Soviet of Russian Federation about an experimental unification of legislative and executive power in  Sverdlovskiy region he was elected the Chairman of the Regional Soviet in July 1990; In October 1991  he was appointed the Head of the Sverdlovsliy Region Administration, but in November 1993 he was dismissed for  |”abuse of governmental authority”  by the Decree of the President of Russian Federation  (in connection with his proposition to establish the Ural Republic); In December 1993 Rossel E.E. was elected a deputy of Federal Council of RF Federal Assembly, first convocation; in April 1994 he was elected a Deputy, and later – the Chairman of Sverdlovskiy Regional Duma; In August 1995, as the result of the run-off primary, he was elected the Head of Sverdlovskiy region administration; in September 1999 during regular election of  Sverdlovskiy region Governor,  he won the election again and lined up votes in the amount of  63%; Since January 1996  in accordance with his position, he acted as member of the Defence and Security Board of Federal Council of Federal Assembly; In December 2001 he abdicated the above mentioned responsibility in accordance with new regulations of the Upper Parliament Chamber formation when a representative of Sverdlovskiy region administration was appointed. In 2003 he took part in regular election of  Sverdlovskiy region Governor once again; in the first voting on the 7th of September 2003 he was the first among six candidates  with the amount of votes -  42,8% , (the second candidate was A. Bakov, Deputy Chairman of the Party “Vozrozhdenie  Rossii” [Russia’s Rebirth”] with the amount of votes  14,4%); As the result of the second voting on the 21st of September 2003, Rossel was elected the Governor again with the amount of votes  55,5%  (А.Bakov - 29,8%); On the 17th of November 2005 in accordance with the new legislation President V. Putin renominated Rossel E.E for  the post of Sverdlovskiy region Governor, on the 22nd of November the deputies of the regional Parliament approved the candidate by a solid vote; In 1993 Rossel was elected president of the Ural Economic Cooperation Association; Since November 1993 he was the leader of the electoral movement "Preobrazheniye Urala" (“Ural Transfiguration”), on the basis of which he gave birth to and became the leader of the all Russia movement “Preobrazhenie Otechestva” (“Motherland Transfiguration”) in September of 1995. Rossel E.E was a member of Russia’s Governors Board; In 1996 he became an executive secretary of the National Economic Council, which was established by Russian Economic Forum "Movement for Social and Economic Progress in Russia"; Rossel E.E. is a full-fledged member of the International Academy of Regional development and Cooperation; his military rank is a colonel; he also has a title of honour  “Honoured Builder of Russian Federation and awarded the orders: "For outstanding public service to the homeland" of the 4th order  (1996, "for outstanding public service and longstanding conscientious work ") and of the 3rd order  (2000, "for big contribution to consolidation of Russian statehood  and consistent course of economic reforms"), Medal of Honour (2007), breastplate "Honoured Officer of the Department of Internal Affairs" (2000); awarded by Russian Orthodox Church with  St. Sergius of Radonezh Medal  (2000, "for public service in revival of Verkhoturye and other regional shrines"); Holder of Golden Honorable Plaque  "Public Recognition" (2001); Rossel E.E. is married, has a daughter; his hobbies are: gardening, fishing, he is fond of taiga and plays the button accordion.

    At the time of the putsch of GKChP (State Emergency Committee)  in August 1991 Rossel supported Russian President B.Yeltsin and declared the activity of GKChP  “anticonstitutional coup d’edat”.  E. Rossel is an advocate of extending the rights of regions. In December 1992 at the VII People’s Deputies Congress he declared that "it is impossible to rule the country from Moscow, the Government are to make only general rules, as for actual course of reforms, it must be the jurisdiction of regions". E.Rossel actively propagated the idea of establishing Ural Republic and initiated a referendum of Sverdlovskiy region on the 12th of April 1993, when the population of the region supported the idea by a majority of vote. On the basis of the referendum results, Constitution of Ural Republic was carried at the session of Sverdlovskiy Regional Council  on the 27th of October 1993. In accordance with the Constitution there was introduced a post of the Governer which was to be taken by Rossel E.E. The Chairman of State Committee of Federal Affairs and Nationalities S. Shakhray and the Chairman of Council of Ministers V. Chernomirdin criticized very hard the act of establishing a Ural Republic.  In November 1993 Russian President B. Yeltsin dissolved Sverdlovskiy regional Council and dismissed Rossel E.E. from his post of Regional Administration Head. In February 1996 E. Rossel became a member of a special Interaction Comission under the Russian President which coordinated Federal and regional state bodies in the course of constitutional and legal reform in the constituent entities of the federation. In September 1998 Rossel E.E. alongside with a number of other regional Heads  became member of the Presidium under the Cabinet of E. Primakov.
