Basargin Viktor Fedorovich was born on the 3rd of August 1957 in the city of Asbest Sverdlovskiy region. In Asbest he finished secondary school №2 and in 1976 - Mining Technical School. In 1984 he became a graduate of Sverdlovskiy Mining Institute, his speciality was Technology and complex mechanization of open pit mining. In 1991 Basargin V.F. graduated from Ural social-political institute, his speciality was Theory of social and political relations.  He has a qualification certificate  of FCSM of the first order with the right of professional activity in securities market (2000) and is a master of economic sciences (2000).

    His working career began with the position of a shovel runner assistant in the central mining  group of mining and dressing industrial complex "Uralasbest". He also worked there as a shot-firer, an engineer-technologist of the blasting operations unit.

    Since 1983 BasarginV.F. worked in Komsomol bodies: 1983-1985  - in the position of Secretary of Komsomol organization Committee of Central industrial group, 1985-1987 -  First Secretary of Asbest city Komsomol organization Committee, 1987-1991 – Secretary of Svedlovskiy region Komsomol organization Committee.

    Since 1992 Basargin V.F. worked in privatization bodies.

    Since 1992 to 1994 his positions were – head of the department and then deputy chairman of Sverdlovskiy region property fund, since 1994 to 1996 – first deputy chairman of Sverdlovskiy regional committee of state-owned property management.

    On the 1st of July 1996 he was appointed the chairman of Sverdlovskiy region property fund.

    In August 2000 his position became head of the Department of Social and Economic Development in the Office of the authorized representative of Russian Federation President in Ural Federal District.
Since 14th of October 2008 Basargin V.F. is Minister of regional development of Russian Federation.

    Basargin V.F. is married. His son has graduated from Ural Academy of Forestry and started his professional career. His daughter is a student of Ural State Academy of Law.
